Since knowledge is the key to success, all project personnel shall be
well trained on all HSE requirements related to their jobs.
The Project HSE Management Plan shall clearly state the training requirements and program throughout the project.
Training requirements shall be identified based on the project needs and taking into the following:
- Scope of Work
- Critical activities
- Qualification of site personnel
- Project related HSE training (e.g. H2S, Offshore survival)
- Client requirements
Trainings can be internal and external
*Mandatory Trainings* such as:
- HSE Induction Training
- ToolBox talks
*Site-specific HSE Trainings* such as:
- LOTO
- Confined Space
- Hot Work
- Excavations
- Incident and Near Miss reporting
- Roof works
- Fall protection
- PTW requirements and Procedures
- Fire Prevention and Protection
- Safe use of Mobile Elevated Platforms
- Working over water

Project Key employees include but not limited to:
Project Manager
Site Manager
Safety Manager/officer
Site Engineers
Testing and Commissioning Engineers
Supervisors
Equipment operators
Electrical workers
HSE qualifications can be measured by the HSE training attended, experience, records and evaluation
9- #Communications
It’s very important to set out a communication procedure in order to ensure the information flow down and receiving feedbacks. HSE information must be communicated to all project employees in an systematic manner. This manner shall be clearly identified in the Project HSE Management Plan including but not limited to:
Information flowchart
Procedure for information flow down
Procedure for receiving feedbacks (information flow up)
Permit to Work (PTW) procedures
LOTO procedures
#Examples of Communication means:
- Pre-task Briefings
- Supervisor/Crew Meetings
- Risk Assessment communication to related crew
- SDS Communication procedure
- HSE Bulletins
- HSE Posters
- HSE Alerts
- Signage
